30TH ANNIVERSARY OF THE RK CONSTITUTION: THE LEGAL COMMUNITY ADOPTED A RESOLUTION
S. Amanzholov East Kazakhstan University held a large-scale international conference dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan. Representatives of the legal community discussed the issues of ensuring constitutional legality and the rule of law, which are strategic tools for sustainable development.
The conference was attended by Deputy Chairman of the Constitutional Court Bakyt Nurmukhanov, Advisor to the Prosecutor General of the RK Talgat Adamov, First Deputy Akim of East Kazakhstan region Zhaksylyk Omar, Prosecutor of East Kazakhstan region Almat Bayshulakov, Chairman of the Regional Court Manat Komirshinov, Deputy of the Majilis of the Parliament of the RK Yerlan Sairov, Head of the Department of the Agency of the RK to Combat Corruption in East Kazakhstan region Denis Shakenov, Head of the DER in East Kazakhstan region Arman Zhunusov, Rector of East Kazakhstan University Mukhtar Tolegen, vice-rector of the Russian University of Advocacy and Notary named after G.B. Mirzoev Lyudmila Bukalerova and others.
-As it is known, on February 20, 2025 by the Resolution of the Government of the Republic of Kazakhstan was approved the National plan of events “Ata Zanon – tәuelsizdik tiregi” dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan. In turn, East Kazakhstan University was one of the first to start activities to implement this plan, – emphasized the rector of the university Mukhtar Tolegen.
-The Constitution is the basis for the establishment of the rule of law in Kazakhstan. The Basic Law has become the foundation of the pyramid of the state structure.
The current Constitution has created favorable conditions for the development of political, economic, social processes and institutions, – said Deputy Chairman of the Constitutional Court Bakyt Nurmukhanov.
In the plenary part of the event, representatives of higher legal education and specialists of law enforcement bodies made author’s reports on topical issues. In particular, the Constitutional Reform in Kazakhstan 2022 and aspects of its implementation, the principle of “Law and Order” and others.
-The constitutional reform was a response to the deep demand of society for radical renewal and construction of Fair Kazakhstan, as well as demonstrated the maturity of the nation, the readiness of Kazakhstanis to take responsibility for the fate of their country, – said during the speech Professor of the Department of Private Law MNU Sara Idrysheva.
According to her, one of the most important results of the Constitutional Reform was the transformation of Kazakhstan from a state with a super-presidential form of government to a presidential republic with a stronger Parliament. The reform changed the system of elections to the Senate and Majilis. The Constitutional Court was reconstituted. Procedures for registration of new political parties were simplified.
Denis Shakenov, Head of the Department of the RK Agency for Anti-Corruption in the East Kazakhstan Region, told about the realization of the Concept of the RK anti-corruption policy.
-Countering corruption begins with strengthening the principles of transparency, responsibility and integrity. These values are fundamental in the Constitution of the Republic of Kazakhstan. At the same time, the Constitution does not work without the active participation of civil society. In this matter, it is important that absolutely all citizens of our country comply with the laws, and countering corruption is an integral part of strengthening and prosperity of the state, – said Denis Shakenov.
During the round table there was a ceremony of exchange of memorandum of understanding between the Office of the Constitutional Court of the Republic of Kazakhstan and East Kazakhstan University. The agreement assumes cooperation in the field of training of highly qualified legal personnel, holding joint conferences, seminars, guest lectures, organization of study visits, scientific internships and industrial practice.
In addition, the organizers of the event awarded the winners of the competition “30 years of the Constitution – check yourself!”, which was previously held on the basis of East Kazakhstan University. More than 2000 students of AMANZHOLOV UNIVERSITY participated in the contest. All of them had an opportunity to take an online test on the knowledge of the Constitution. The best of the best were those who gave the correct answers in the shortest time. Thus, according to the results of the contest, the third place went to Ayim Karbek, the second place – to Kuanysh Zhuniskaliev. The honorable first place was taken by Nurym Shayakhmet. The winners were awarded letters of thanks and diplomas.
It should be noted that ensuring constitutional legality and law and order is a fundamental element of sustainable development of society and the state. Without observing the principles of constitutionalism it is impossible to achieve long-term stability in political, economic and social spheres.
President of the country Kasym-Jomart Tokayev emphasized that based on the values of the Constitution, we will build a Just Kazakhstan – a state of equal opportunities for all.
Constitutional legality ensures the rule of law, legal certainty and predictability of state policy. This, in turn, strengthens public confidence in the authorities, contributes to the investment attractiveness of the country and creates conditions for the effective development of civil society.
This approach is especially important in the context of global challenges and transformations, when the stability of institutions and compliance with legal norms become a guarantor of national security and progress.
At the end of the round table, the participants adopted a resolution, which implies the continuation of work to explain the basic principles and laws of the Constitution of the Republic of Kazakhstan, scientific discussions to modernize topical issues, as well as increasing the level of legal education and awareness of citizens about the rights and obligations.
