WORKING OFF GRANTS: AMANZHOLOV UNIVERSITY HOSTED THE REPUBLICAN FORUM OF CAREER CENTERS
The issues of mandatory workout of the state grant were discussed by representatives of the Ministry of National Economy of the Republic of Kazakhstan, JSC “Financial Center”, University Career Centers, NPP “Atameken” in East Kazakhstan, regional office “Serpindi Koldau” and local executive bodies. A large-scale dialogue took place during the Republican Forum of Career Centers at Amanzholov University. It is here that for several years in a row the employment rate according to the data of the NPP “Atameken” is 98%.
During two days, experts from about 30 Career Centers of higher education institutions plan to find practical solutions for the mandatory work of grants by graduates, as well as the development of new approaches to work.
According to the Director of Monitoring Department of JSC “Financial Center” Berik Syzdykov, from 2022-2024 the number of distributed Kazakhstani graduates who received education at the expense of budgetary funds (rural quota and pedagogical specialties) is 16,256 people. Of these, only 5,625 graduates work off the target amount of money, another 57 – reimbursed the cost of education. And 8,069 are evading the mandatory condition.
-I think this is due to the fact that many guys do not want to return to rural areas after living in the city. As for the participants of the program “Serpin”, many refer to the lack of comfortable conditions such as their own housing. However, in such situations it is necessary to remember about civil responsibility and the legislation of our country, – emphasized Berik Syzdykov.
According to the law “On Education” citizens, who received education at the expense of budgetary funds, must work off the grant within 3 years. Students studying in pedagogical, medical, veterinary and agricultural specialties are obliged to work off the grant in organizations corresponding to their specialty.
Students who received grants in all other specialties can work in both public and private organizations.
If a student is enrolled under the rural quota, he/she must work on the grant in the village.
During the event, specialists from Career Centers spoke. They shared their practical experience with colleagues, telling about electronic collection of applications through the information system of the university, about modern approaches to issuing referrals and the role of Career Centers in helping to work off the state grant.
-Specialists of our Career Center provide graduates with resources for finding suitable vacancies and successful labor adaptation. They offer assistance in writing resumes and cover letters, and conduct job placement trainings. A particularly effective tool is the organization of large-scale job fairs. This spring we held an event where we gathered more than 200 employers from the region. Many of the 2,500 students found suitable vacancies,” said Mukhtar Tolegen, Rector of Amanzholov University.
At the end of the panel session, Director of the Monitoring Department of JSC “Financial Center” Berik Syzdykov called to strengthen information work in Career Centers of the country, providing up-to-date data on vacancies, requirements for candidates and the rules of working off the grant.
