SERPIN, EMPLOYMENT, COOPERATION: CAREER CENTER FORUM CONCLUDED
Today in S. Amanzholov East Kazakhstan University the Republican Forum of Career Centers ended. This is a large-scale meeting of specialists from different regions of the country, which was first held in Ust-Kamenogorsk. On the final day of the event representatives of the Ministry of Education and Science of RK, “Financial Center”, 28 Career Centers of universities, ‘Atameken’, office “Serpindi Koldau” discussed the current challenges of the project “Serpin” and issues of employment of graduates.
-The state program “Serpin” is an excellent tool for solving the problem of excess labor resources in the southern regions of the country, – said the Director of the Monitoring Department of JSC “Financial Center” Berik Syzdykov.
However, the project faces a number of challenges that hinder more effective implementation. One of the main problems is the need for permanent residence registration in a new city for at least one year for successful employment after graduation. The housing issue prevents some participants of the Serpin program from staying in the east, north and west of Kazakhstan, where there is a shortage of personnel. This means that the main goal of the state initiative is being called into question.
According to the deputy of the regional Maslikhat Svetlana Krivitskaya, this issue will be discussed at the level of local executive bodies.
We will remind, in 2024 the program “Serpin” turned 10 years old. East Kazakhstan University, where the regional project office functions, has trained 1692 Serpin students.
These are the leading indicators in EKR among higher educational institutions.
-This academic year 127 students of the Serpin program will complete their studies. Meetings, consultations are held with the graduates during the year to explain the rules of working off the state educational grant, as well as activities to assist in providing employment in our region. By the way, the total employment rate of East Kazakhstan University Serpin students is 97%. This is one of the record indicators in the country, – said the head of the admissions committee Leila Bayzhumanova.
During the event, participants also discussed the experience of interaction between universities and employers.
-Collaboration between university and employer is not just a trend, but a necessity, if society strives for a sustainable labor market and development of human capital. Only in a close dialog between education and business is it possible to form truly qualified specialists,” said Irina Rovnyakova, Vice-Rector for Strategic Development and International Cooperation.
According to her, it is important to study the world experience. For example, European countries faced the problem of disequilibrium in the labor market between supply and demand. The competencies required by business were formed by universities with a delay. This demonstrated insufficient qualitative connection between key institutions.
In such situations, the concept of “triple helix” is important, in which three entities – university, business and state – interact for the common good: innovation, economic growth and training of in-demand specialists. There are many positive examples of this concept in our country: dual training, industrial departments, as well as excellent state programs to support young specialists, – summed up Irina Rovnyakova.
