FOREIGN BUSINESS TRIP OF EAST KAZAKHSTAN UNIVERSITY PROFESSORS

Kazakhstani scholars, Professors Rakhmetulina Zh.B., Abilaykhanova T.A., and PhD Dr. Rakhmetulina A.A. from Sarsen Amanzholov East Kazakhstan University, took part in an international research trip within the framework of the scientific project “Human Capital Management and Improving the Quality of Labor Resources in the Context of Digital Economy Development.” This research mission brought together experts from Sarsen Amanzholov East Kazakhstan University and L.N. Gumilyov Eurasian National University.

The main goal of the trip was to study the successful practices of the “Creating Official Employment” project implemented by the Turkish National Employment Agency ISKUR, supported by the World Bank and the European Union. The program actively promotes mechanisms aimed at increasing women’s employment.

During the research trip, the Kazakhstani scholars visited Akdeniz University and Istanbul University, where they met with leading experts in labor law and labor economics: Dr. Halil Ibrahim Sarioğlu (Head of the Department of Labor Law) and Dr. Meltem Delen (Department of Labor Economics). The meetings focused on the development of human resources in Turkey and discussed prospects for international cooperation in this field.

The researchers also conducted interviews with hotel managers in Antalya, gaining practical insights into the challenges and opportunities for women’s employment in the tourism sector. These findings will serve as a valuable contribution to the development of recommendations for enhancing inclusivity in Kazakhstan’s labor market.

The scientific project aims to establish a new methodological framework for human capital management in the digital economy era and to develop a strategy for evaluating and forming a labor force capable of adapting to rapidly changing market demands. A key objective is to create a model that fosters inclusivity and equal opportunities for women to accelerate their integration into the country’s economic activities.

As a result of the research trip, recommendations will be prepared for Kazakhstani enterprises and government agencies to support human capital development and promote labor market inclusiveness. The scholars also plan to present their findings at an international conference, sharing their experiences and practical results.

This scientific initiative opens new horizons for shaping Kazakhstan’s labor market development strategy based on European and international practices. It also encourages the creation of conditions for greater mobility and active participation of women in the country’s economic life—an important step toward building an inclusive, sustainable, and modern labor market in the digital era.
