Document nostrification

What do you need to know about the recognition and nostrification of educational documents?

According to the Standard Rules of Admission to Higher Education Institutions of the Republic of Kazakhstan and the Rules of transfer and restoration of students when applying for training and when transferring or restoring a student from a foreign educational organization, documents on completion of the previous level of education issued by foreign educational organizations must undergo the nostrification procedure in the Republic of Kazakhstan in accordance with the established procedure.

What is nostrification?

Nostrification of educational documents is a procedure that is carried out in order to determine the equivalence of documents issued to persons who have received education in other states in international or foreign educational institutions (their branches) in cases where there is no international agreement on the recognition of educational documents with this state

Which body carries out the nostrification?

The National Accreditation Center of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

What should an applicant who enters a university on the basis of educational documents issued by foreign educational organizations know?

During the admission campaign, when applying to a university for both basic and reduced educational programs, university admissions committees are required to accept educational documents issued by foreign educational organizations.

According to the Rules of recognition and nostrification of educational documents, approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated April 16, 2015 N212, for the procedure of recognition and nostrification of educational documents, applicants must submit a certain set of documents.

In the absence of a complete set of documents, it is not possible to carry out the recognition and nostrification procedure.

Documents on education are accepted for the recognition and nostrification procedure through:

  • Committee for Control in the field of education and Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan (Astana);;
  • Non-profit, joint-stock company “State Corporation “Government for Citizens”.

What should a student who is transferring or recovering to a university from a foreign educational organization know?

When transferring and restoring a student from a foreign educational organization, a document on the completed curricula (academic certificate, transcript), as well as a document on completion of the previous level of education, which must undergo the nostrification procedure in the Republic of Kazakhstan in accordance with the established procedure, is submitted.

Therefore, in order to nostrify the document on completion of the previous level of education, the same documents are submitted that applicants submit upon admission to the university when they submit educational documents issued by foreign educational organizations.

Educational documents must be submitted for the recognition and nostrification procedure to the Committee for Control in the Field of Education and Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan (Astana) or the non-profit joint stock company “State Corporation “Government for Citizens” by the applicant himself within one month after the release of the order on transfer or reinstatement to the university.

The procedure for passing the nostrification procedure and handing over the certificate of nostrification to the Department of student documentation of the University

  1. Provision of a package of necessary documents to the National Accreditation Center of the Ministry of Science and Higher Education of the Republic of Kazakhstan;

  2. Payment of the fee at the bank (the amount of the fee depends on the country that issued the document of education and the year of issue);

  3. Acceptance and registration of an application with the issuance of a certificate of acceptance of documents for the recognition and nostrification procedure;

  4. Stages of the nostrification procedure:

    – authentication of educational documents;
    – establishment of compliance of the content of education received abroad with the Kazakh state mandatory standards of education in terms of state requirements for the minimum content and level of training of graduates of educational institutions.

  5. Making a decision (positive or negative) on the document’s nostrification;
  6. Issuance of a certificate of recognition or nostrification of educational documents (on the basis of an order on nostrification of an educational document, the National Accreditation Center of the Ministry of Science and Higher Education of the Republic of Kazakhstan issues a corresponding certificate in the prescribed form; the certificate is issued personally to the applicant or by his power of attorney to another person);
  7. Handing over the certificate to the registration department of the university.

Terms of consideration

The term for consideration of an application for nostrification of educational documents should not exceed four months, calculated from the time of submission of all necessary information on this request when informing the applicant about the course of the procedure.

The certification of the translation is carried out by a notary in the territory of the Republic of Kazakhstan or by the bodies of the diplomatic service of the Republic of Kazakhstan in the country in which the document was issued.
