DEPARTMENT OF THE AGENCY OF THE REPUBLIC OF KAZAKHSTAN FOR CIVIL SERVICE AFFAIRS IN EAST KAZAKHSTAN HELD A MEETING WITH STUDENTS OF AMANZHOLOV UNIVERSITY
At Sarsen Amanzholov East Kazakhstan University, meetings of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in East Kazakhstan with final-year students have begun. The meetings focused on training at the School of Young Civil Servants and the process of applying for and passing the civil service competition.
Aynur Mustafina, a representative of the Department, spoke about opportunities to enter the civil service, the structure of regional government bodies, and the two types of civil service—administrative and political. The main emphasis was placed on administrative civil service.
To become a civil servant in Kazakhstan, candidates must register on the “E-Qyzmet” portal and pass several selection stages. These include testing knowledge of legislation (the Constitution of the Republic of Kazakhstan, the laws “On Civil Service of the Republic of Kazakhstan,” “On Combating Corruption,” “On Public Services,” the Administrative Procedural Code of the Republic of Kazakhstan, and the Code of Ethics for Civil Servants), testing knowledge of the state language, evaluation of personal qualities, and a final interview. Candidates must meet qualification requirements and hold Kazakhstani citizenship. Aynur Mustafina also explained the requirements for candidates, the stages they must go through, and the social support measures provided for civil servants. Students showed particular interest in the “With a Diploma to the Village” program.
The speaker noted that graduates who studied on a state grant and have a GPA of at least 3.33 can be admitted to civil service positions in district or rural government bodies without a competitive process. In addition, they are entitled to relocation allowances, which help them purchase or build their own housing.
Career growth was also highlighted. Upon employment, each young specialist is assigned a mentor to help them settle into the profession. During their work, employees attend seminars and professional development courses. Students were also informed that after one year of practical work, they can apply to the Academy of Public Administration, while retaining their position, salary, and tax and pension contributions.
Additionally, representatives of the Department invited university students and all interested parties to participate in the School of Young Civil Servants. To do so, they must submit an application to the Career Center “Professional Upgrading,” Academic Building No. 1, Office 209.
Students actively asked questions and received clarifications on all topics of interest. The meeting proved to be informative and useful for future specialists considering a career in the civil service system.
