THE ROLE OF THE CONSTITUTION IN SHAPING A JUST SOCIETY WAS DISCUSSED AT AMANZHOLOV UNIVERSITY

A large-scale regional conference on “The Role of the Constitution in Building a Just Society” was held at the alma mater. The event brought together about 250 participants, including representatives of government agencies, the judiciary and law enforcement, scientists, public figures, and young people. Among them were Manat Komirshinov, chairman of the regional court, Almat Bayshulaakov, regional prosecutor, and Yerbol Nurgaliyev, deputy akim of East Kazakhstan Region.

During the event, the rector of the alma mater, Mukhtar Tolegen, emphasized that the Constitution is the foundation for the country’s development and stability.

“The Constitution is the fundamental law of the state, defining the foundations of its political and legal system and enshrining the rights and freedoms of citizens. Today, our country’s Constitution enshrines the principles of the rule of law and democracy, guarantees the rights and freedoms of citizens, defines the balance between the branches of power, and provides the legal basis for reforms and strengthening statehood. These are paramount tasks for the prosperity of society and the state,” said the university’s top official.

Associate Professor of S. Amanzholov East Kazakhstan University, Candidate of Legal Sciences Gulmira Bayrkenova, representative of the Commissioner for Human Rights in the Republic of Kazakhstan for East Kazakhstan Region Serik Mizanbekov, and investigator of the investigative department of the Left Bank Police Division of the Ust-Kamenogorsk Police Department Shynar Shotpanova also delivered substantive reports.

The speakers paid special attention to the topic of recent constitutional reforms, their significance and evaluation, as well as the issues related to the realization of citizens’ rights and freedoms. According to the experts, the latest amendments to the Basic Law reflect Kazakhstan’s course toward democratization, political modernization, and the building of a state with strong institutions.

“The latest reforms represent a transition to a balanced system of power, where the citizen becomes a key value, and the protection of their rights is a state priority,” emphasized Gulmira Bayrkenova.

As noted by the participants, the conference at S. Amanzholov East Kazakhstan University became a significant event aimed at strengthening legal culture and developing dialogue between government bodies, society, and youth.

It should be noted that the Constitution of the Republic of Kazakhstan was adopted through a national referendum on August 30, 1995, and has since been repeatedly improved, reflecting the development of the society and the country’s political system.
