INTERNATIONAL SCIENTIFIC SEMINAR ON THE IMPLEMENTATION OF THE “HUMAN CAPITAL MANAGEMENT PROJECT”

The Higher School of Business and Law hosted a scientific seminar on the implementation of the project “Human capital management, improving the quality of labor resources in the development of digital economy” within the framework of grant financing of fundamental and applied scientific research.

Foreign scientist, Doctor of Economics, Professor of Altai State University, leading researcher of the project Igor Nikolaevich Dubina discussed with the working group scientific and methodological issues on the realization of the plans and tasks outlined. He said that from November 23 to 30, 2024 on the basis of the Higher School of Business and Law holds for faculty and students a scientific school – seminar on “Theoretical and game approaches to modeling creative and innovative activity”, where he considers a set of digital competencies, including discrete, mosaic, systemic, synergetic level of their development. The development of a methodology for assessing the digital competence of human capital is characterized by comprehensiveness, universality, representativeness, unambiguous interpretation of the results.

Dr. PhD, Associate Professor of the Department of Economics, Management and Finance, leading researcher of the project Ordabaeva M.A. said that to date a theoretical approach to the study of the problem and the concept of human capital management in the development of digital economy has been developed. The developed theoretical and methodological provisions can significantly enrich the concept of human capital management.

Research associate of the project, candidate of economic sciences Abylaykhanova T.A. noted that the results of the project will contribute to improving the quality of labor resources and the implementation of the Comprehensive Plan for the development of the labor market until 2028.

Junior researcher of the project, Senor Lecturer Domalatov E.B. told about the developed strategic model of management of digital development of human capital, the system of methodological principles of human capital management of the enterprise, taking into account the new requirements of the labor market to the quality of labor force.

Junior researchers of the project, doctoral students Bukhatova A.S. and Dyusupova G.T. are convinced that the recommendations contained in the study can be useful in practical work on human capital management, the formation of a targeted policy of the state to provide citizens of Kazakhstan with quality jobs.
