NEW HORIZONS OF AMANZHOLOV UNIVERSITY: ACHIEVEMENTS AND PROSPECTS ANNOUNCED BY THE RECTOR OF THE UNIVERSITY

The largest university in the region – S. Amanzholov East Kazakhstan University for the honorable 72 years demonstrates positive dynamics of strategic development. About new achievements in the field of science, inclusive education, international cooperation, effective employment and implementation of the program “Serpin” told the rector of the university Mukhtar Tolegen during the report meeting with the population, faculty, representatives of the Anti-Corruption Service of the RK on East-Kazakhstan region, prosecutor’s office of Ust-Kamenogorsk city and educational institutions.

The first head of the alma mater first of all emphasized the project “Serpin”, which this year celebrated its 10th anniversary year of implementation on the basis of East Kazakhstan University. According to Mukhtar Adilbekovich, the university is the leader in employment among 18 universities of Kazakhstan within the framework of the program “Serpin”. This indicator today is 98%.

-More than 340 graduates stayed in East Kazakhstan region and work at large industrial enterprises and educational organizations. Many of them have created families and socially adapted thanks to the competent approach of our specialists and teachers. This is the main mission of the state program – training with subsequent employment to eradicate staff hunger in our region, – emphasized the rector.

The topic of inclusive education is not the first year raised in the Government and the people. All because in Kazakhstan there is a sharp increase in special children and an acute deficit in specialized educational institutions, as well as in specialists. East Kazakhstan University is a pioneer among universities in the development of inclusion in the East of the country. It is here that furniture for children with disabilities is developed, which in many respects wins over its “competitors”. For example, a bed and a verticalizer chair, a professional table for speech therapist-defectologist, an ultra-comfortable table, etc. Professional staff is trained here on innovative, unique educational programs “Ergopedagogy” and “Early Support Pedagogy”. In addition, good old defectologists, speech therapists and psychologists, who are the personnel base of inclusive education in the region and the country, are annually graduated.

Recall, earlier Kasym-Jomart Tokayev declared 2025 the “Year of working professions”. According to him, the reform of vocational education becomes absolutely important in terms of ensuring the growth of the economy and its investment attractiveness. Mukhtar Tolegen noted in his speech that over the past three years East Kazakhstan University has opened more than 45 new educational programs and a number of technical programs on working professions in the Higher College. Thus, the university contributes to the solution of one of the most urgent state tasks – providing the economy with industry specialists for its sustainable development.

Kazakhstan’s status on the world stage is influenced by many factors: politics, economy, medicine, science, sports and, of course, education. In particular, the country’s higher schools, which actively cooperate with universities around the world. Thus, the multidisciplinary East Kazakhstan University is a partner of more than 200 leading universities around the world, and the impressive list continues to grow.

-Today we emphasize cooperation between universities of near and far abroad countries. Creation of an international hub in the East of Kazakhstan for exchange of experience and best foreign practices is our priority. This year we signed a memorandum with the Chinese company HAIER HAITECH to implement projects using artificial intelligence “Smart library” and “AI Smart classroom”. The university implements 12 educational programs of double-diploma education. Including with Italian universities – University of Genoa, University of Cassino and Southern Lazio in the directions of “Global Economy” and “Tourism”, – said Mukhtar Adilbekovich.

The alma mater increases the country’s recognition among foreign citizens through the effective implementation of the academic mobility program.
East Kazakhstan University has 146 foreign students from Azerbaijan, Uzbekistan, PRC, Russia, Germany, Mongolia, Kyrgyzstan, Tajikistan, Ukraine, Hungary and South Korea. All of them enthusiastically taste Kazakh national cuisine, sing the national anthem of Kazakhstan on the guitar, participate in the organization of Nauryz and proactively study the Kazakh language.

The regional university is an exemplary “contributor” to the national science. Here the author’s project on production of filtering materials for purification of water objects which are directed on the decision of actual world problem – low quality of fresh water is realized.
The agricultural industry is not left aside. Not the first year in the university are engaged in monitoring and forecasting of water regime of agrocenoses of Kazakhstan in conditions of global climate change. By the way, in 2023-2024 the higher school won the financing of scientific projects in the amount of more than 1 billion tenge.

-In addition, to date, together with Osh State University and I. Razzakov Kyrgyz State Technical University, we are developing commercialization projects in the field of biotechnology, industrial safety, hydrogen energy, geoinformatics and others. This will be a new impetus for scientific breakthroughs in the brotherly countries,” summarized Mukhtar Tolegen.
