Department of pedagogical education and management
The Department of Theory and Methodology of Primary Education was established in the structure of the UKPI in 1958 under the name of the Faculty for the Training of primary school teachers, which was headed by Korotkov L.A. Among its teachers: Ph.D. Golovanov F.G. (pedagogy and calligraphy), Ruleva V.M. (methodology of the Russian language), Asimova A.I. (methodology of mathematics), Sorokin I.V. (drawing), Romanov V.V. and Lozovoy V.I. (work), Protopopova P.M. (history of pedagogy), Kukoreva S.M. (psychology), Astrakhantseva L.G. (singing). In 1965 the department with the changed name–methods of primary education –was disbanded, and the teachers became part of the Department of Pedagogy and Psychology. The Department of Music and Singing was established, headed by L.K. Kolykhalova.
In 1967, the faculty for the training of primary school teachers was closed. In 1978, the department was a division of the Faculty of History. The first teachers of the “department of primary classes” were Fedotova L.A., Ivanova N.I., Baidukasheva R.M., Beilina E.P., who made a significant contribution to the work of this team.
In the 80s, Gaifullina M.K., Mitrofanova N.I., Chukotaev M.N., Grabelnikova L.P., Kurdyumova V.F., Benesh N.I. came to the department.
In 1985-1991, the department was headed by Ph.D., Associate Professor Fedotova L.A. During this period, the faculty moved from the main building to the branch a St.Bazhova, 7. The building was repaired by teachers and students, the material base was created, classrooms were equipped. In 1991, in connection with the transformation of the faculty, the department received the name – theories and methods of primary and preschool education. It was headed by Ph.D., Associate Professor Benesh N.I. (1991-1998). By order of the GorOO, the department has developed a contractual theme “Free development of younger schoolchildren” (ruk. – Benesh N.I.). At the department, an experimental class was created on the basis of Secondary School No. 37, in which classes were taught by Benesh N.I. (Russian), Gayfullina M.K. (mathematics), Ivanova N.I. (geography), Gribanova T.V. (fine arts).
In 1995, the Department of Theory and Methodology of Primary and Preschool Education (Dark and Pre-school) was divided into 2 departments: with the state and Russian languages of instruction.
The department with teaching in the state language was headed by Ph.D., Prof. Aubakirova L.R. (1995-1998), then, after the merger of the two departments – Ph.D., Prof. Chukotaev M.N. (1999-2007).
The specializations "Foreign language" and "School psychologist" were introduced for the first time. The specialty "Preschool education and upbringing" has been opened. All curricula have been modernized, methodological recommendations for the programs of the Ministry of Education and Science of the Republic of Kazakhstan have been developed.
From 2007 to 2014, the department was headed by PhD, Professor K.M. Nagymzhanova.
In the 2008-2009 academic year, the department opened a master's degree in the specialty "Pedagogy and methods of primary education", and in 2012 - in the specialty "Preschool education and upbringing".
In 2013, the Department of Pedagogy and Social Work was merged with the Department of Psychology and became known as the Department of Pedagogy and Psychology, in 2015 there was a merger with the Department of PiMNO, the combined department was named the Department of Pedagogical Education and Management.
In 2014, she headed the Department of Theory and Methodology of Primary Education, PhD Radchenko N.N.
In 2015, as a result of the reform, two departments of pedagogy and theory and methodology of primary education merged. The combined department became known as the Department of Pedagogical Education and Management.
Currently, the department is a large friendly team of like-minded people who have united high-level specialists, professionals dedicated to the training of highly qualified personnel in the field of preschool, primary and secondary education. The scientific and practical activity of the department reflects the latest achievements of science and practice, providing an up-to-date response to the needs of educational institutions for highly qualified specialists in working with preschoolers and schoolchildren. The problems of research activities of the department staff are related to the search for effective methods of professional development of teaching staff and managers of educational institutions, as well as with the improvement of the educational process in educational institutions of the Republic of Kazakhstan.
The department is a team of professionals who love their work and the university, passionate about pedagogy – the most humane of sciences, responsibly serving the cause of education and upbringing of young people, helping them in personal and professional development and self–realization.
In the 2021-2022 academic year, the department received the nomination "Best Department of the Year". And today the Department of Pedagogical Education and Management is one of the leading departments of the university. It is headed by PhD doctor G.K. Espolova.

G.K. Yespolova entered East Kazakhstan State University in 2002 with a degree in Pedagogy and Methods of Primary Education, graduated with honors in 2006. In 2007, she graduated from this university with a master's degree in Pedagogy and Psychology. She started her career in 2007 and currently works at the Sarsen Amanzholov East Kazakhstan University.
In 2018, she entered the doctoral program of the Ilyas Zhansugurov Zhetysu State University in the specialty "Pedagogy and methods of primary education", in 2021 she successfully defended her doctoral dissertation on the topic "Formation of research competence of primary school students in the updated content of education" and received the degree of Doctor of Philosophy (PhD).
Gulden Kalioldanovna is actively engaged in scientific and creative work. Author of more than 40 scientific papers, including 1 textbook (co-authors), 3 teaching aids (co-author), 9 articles in journals included in the international database Scopus. Member of the Council of "Young Scientists", established in 2018 at the Kazakh National Women's Pedagogical University.
Since September 1, 2022, Head of the Department of Pedagogical Education and Management.
Head of the winners of the republican pedagogical Olympiads and research works of students (I, II, III degrees).
She is distinguished by responsibility, exactingness, resistance to the positions of the students she teaches.

Educational work in the Department of Pedagogical Education and Management is aimed at the formation of professional, social, intellectual, moral, creative qualities of personality and healthy lifestyle of students who actively participate in the implementation of the state youth policy of Kazakhstan, in various actions, events together with youth organizations "Zhas Otan", etc.
The work of the new academic year begins with the discussion, organization, approval of the plan of educational work. Educational work is carried out on the basis of 8 directions:
- Kazakhstan patriotism and civil, legal education;
- Spiritual and moral education, labor, economic and environmental education;
- Family education;
- National education;
- Labor, economic and environmental education;
- Intellectual education, education of information culture;
- Multicultural and artistic and aesthetic education;
- Physical culture, healthy lifestyle, directions of education.
Every year since the beginning of the school year, a large number of educational events and curatorial educational hours are held with our students.
Curators Makshieva G.K. and Kilybaeva G.K. with students of the "PiMNO" and "DOV" OP took part in the regional festival which was held among students of pedagogical specialties of universities and colleges of the East Kazakhstan region "Talimger-Counselor Fest - 2022" and took 3rd place.
Curators of the Department of Pedagogical Education and Management organized a charity event "Warmth of the heart of 70 children for the 70th anniversary". Primary school students from low-income and large families were presented with the necessary equipment for drawing lessons (October 18, 2022).
The curators of the department are working to explain the annual Message of the President of the Republic of Kazakhstan to the people of Kazakhstan. Curators together with their groups take an active part in republican, regional, city, university events, celebration of official holidays of the Republic of Kazakhstan.
The department works in the following scientific areas:
Topic: "Development of transversal competencies in future teachers"
Objective: to develop, substantiate and implement a model for the formation of transversal competence of students; to identify and substantiate a set of pedagogical conditions for organizing the process of formation of transversal competence of students of a pedagogical university, ensuring the successful functioning of the developed model.
Tasks:
- Creating conditions for the formation of students' knowledge in the field of team building, transdisciplinarity as overcoming the opposite phenomenon — disciplinarity, understanding the epistemological and ontological essence of these phenomena.
- To promote the formation of personality qualities in future teachers corresponding to transdisciplinary competence: personal and professional mobility, the ability to self-organize, strong-willed personality qualities (responsibility, initiative, endurance), social intelligence, tolerance, flexibility of outlook.
- Creation of didactic and logistical conditions for the manifestation of team-building and co-organizing activity by students, the development of interdisciplinary communication.
The scientific novelty of the study consists of:
- in the development of a model for the formation of transversal competencies of future teachers, which includes four mutually dependent components: target, motivational, technological and reflexive, and is implemented taking into account the principles of systematic knowledge, reflexive assessment, communicative orientation of pedagogical activity, interdisciplinary integration, constant conjugacy of practical classes at the university and school practice;
- in identifying the pedagogical conditions for the formation of transversal competencies of future teachers: motivational and value support for the process of formation of transversal competence arising on the basis of sustained interest and motivation; the introduction of a meaningful block into the learning process that ensures mastery of the basics of knowledge in the field of transversal activity; building effective sustainable interaction among students in the educational process and the implementation of professional activities; taking into account the specifics of educational disciplines; providing opportunities for self-development and self-realization in the process of pedagogical practice at school;
- in determining the criteria (cognitive, operational, personal) and the levels of formation of this type of competence of future teachers (low, medium, high).
The practical significance of the research lies in the development of a methodology for organizing the educational process for the formation of transversal competencies of future teachers; development of technology for teaching students in the framework of a creative laboratory, including search, design and analytical stages, and involving the "immersion" of the student in the procedure of designing the educational process at school, practical implementation of the design of individual elements of the pedagogical process and testing them in conditions of quasi-professional activity, as well as evaluation of individual results; development of control tasks, exercises, trainings for determination of the levels of formation of transversal competencies of trainees.
As the content of professional education focused on the formation of transdisciplinary competence of future teachers, there are four interrelated sections: general cultural, general professional, professional and transdisciplinary.
- Based on the results of the first stage of interviews, four transversal competencies were identified. Teamwork, communication, creativity and innovation, as well as lifelong learning are further divided into subcategories, which are considered as important competencies, according to students who work in the pedagogical field. The answers to the students' testing revealed that each competence is further divided into subcategories and each of them has its own relevance at each stage. The results also indicate that these transversal competencies are relevant in many ways.
- Development of an OP for the development of transversal competencies among students of a pedagogical university.
- In April 2022, the XI International Scientific and Practical Conference "Implementation of the ideas of value-oriented education: problems, searches, solutions" was held. The conference was attended by more than 200 teachers studying.
- Professional competitions were held for educators, primary school teachers.
- Since 2022, three research projects funded by the Ministry of Internal Affairs of the Republic of Kazakhstan have been carried out at the Department of POiM.
Topic: "The use of crowdsourcing technology as a predictor of transfessional training of future specialists."

The purpose of the project: to create a bank of innovative professional competencies as a reference point in the development of high-quality educational programs for the professional training of future specialists, from 1.07.2022 - 12/31/2024.
- Topic: Pedagogical referendariat as a condition for the professional adaptation of a young teacher on the basis of the created innovation platform INTERN

Project objective: theoretical justification and development of a program of professional adaptation of a young teacher (referendum) as a further guideline in the development of post-Bac programs.
The Department of Pedagogical Education and Management has an academic mobility program.
In 2018-2022, lectures on academic mobility were given by the lecturer of the N.F.Katanov Khakass State University, PhD, Associate Professor V. V. Miroshnichenko (Russia).
In 2022, Professor Hussein Uzunboyli (Turkey, Northern Cyprus) delivered a 72-hour lecture for undergraduate and graduate students as part of academic mobility.
In the 2023-2024 academic year, senior lecturer of the Department of Pedagogical Education and Management Makshieva G.K. for the implementation of academic mobility of the A.K. Kusainov EGI gave lectures (Astana).
Senior lecturers of the Department of Psychology Stelmakh S.A., Matskevich I.V., the Department of Pedagogical Education and Management Kosyntseva A.V. became participants in a large international project organized by the Ministry of Education and Science of the Republic of Kazakhstan and universities of Finland on the development of educational programs. From 8.11 to 15.11.2021 Stelmakh S.A. completed an internship at the University of HAME.
