Mukhtar Adilbekovich Tolegen, rector of S. Amanzholov EKU, professor, candidate of juridical sciences, doctor of philosophy PhD, academician of the Academy of Pedagogical Sciences of Kazakhstan Republic, vice-president of the Association of Asian Universities, deputy of the maslikhat of Ust-Kamenogorsk city.

Tolegen Mukhtar Adilbekovich was born on July 16, 1980 in Chulak-Kurgan village, Suzak district of South Kazakhstan region in the family of teachers.

In 1997 he graduated with honors from secondary school No.1 named after Y. Altynsarin. From 1997 till 2001 studied at the Kazakh State Law University (Almaty). In 2001 he graduated with honors from the investigative and forensic faculty of the Kazakh State Law University, specializing in “Jurisprudence”.

From 2001 to 2003 worked in the North Kazakhstan Law Institute of Kazakh State Law University (Pavlodar): specialist-interpreter of the first category, lawyer of the department of organizational and personnel support, executive secretary of the admission committee, teacher of the department of criminal and civil law disciplines.

From 2002 to 2006 he studied at the postgraduate program of the Institute of State and Law of Kazakh State Law University. In October 2006, he successfully defended his thesis on “Information support of crime prevention in the Republic of Kazakhstan” and received the degree of Candidate of Legal Sciences in the specialty 12.00.08 – criminal law and criminology, criminal-executive law.

From 2003 to 2006 he worked at the Almaty Law Academy of Kazakh State Law University: assistant to the rector, lecturer of the Department of Criminal Law and Criminology, chief specialist of the Science Department of Kazakh State Law University.

From 2006 to 2007, he worked as Head of the Department of Legal Disciplines of the College of Law and Economics of Kazakh State Law University.

From June to August 2007 he was the Chairman of the polling station №169 of Bostandyk district of Almaty.

From 2007 to 2008 worked as Dean of the Faculty of Business Law and Finance of the Almaty Law Academy of Kazakh State Law University (Almaty).

From 2008 to 2012 he worked at Al-Farabi Kazakh National University: Advisor to the Rector of Al-Farabi KazNU , Deputy Dean for Educational and Methodological Work of the Faculty of International Relations of Al-Farabi KazNU (Almaty).

From January 26, 2012 to May 24, 2016 worked as Vice Rector for educational and methodological work of Kostanai State Pedagogical Institute (Kostanai).

From May 24, 2016 to April 7, 2017 worked as the Head of the Rector’s Office of I. Zhansugurov Zhetysu State University (Taldykorgan).

From April 7, 2017 to January 29, 2018 worked as Vice Rector for Innovation Work and Strategic Development of I. Zhansugurov Zhetysu State University.

On January 29, 2018 by the order of the Minister of Education and Science of the Republic of Kazakhstan № 7-ns was appointed as Rector of  S. Amanzholov East Kazakhstan State University.

In 2011 was awarded the academic title of associate professor in the specialty “Jurisprudence” (Decision of the MES of Kazakhstan Republic from 30.06.2011 №0002253), and in 2018 was awarded the academic title of professor in the specialty “Jurisprudence” (Decision of the MES of Kazakhstan Republic from 04.09.2018, order № 1426). Senior lieutenant of the reserve of the Ministry of Defense of the Republic of Kazakhstan.

He is the author of 3 textbooks: “Crime Prevention” (Almaty, 2009), “Legal Education in Higher Education Institutions”, “Constitutional and Legal Status of Man and Citizen of the Republic of Kazakhstan” (Kostanai, 2014) and two monographs: “Problems of interaction between state bodies, public organizations and mass media in the fight against crime” (Kostanai, 2014), “Legal regulation of information security in the Republic of Kazakhtan” (Taldykorgan, 2017), more than 80 scientific articles and abstracts in scientific journals of Turkey, Germany, Belarus, Russian Federation, including 4 articles in the Scopus database. One of his works “lssues of state organs, social organizations and mass media interaction in struggle against crime in the Republic of Kazakhstan” was published in Middle East Journal of Scientific Research (Scopus, index, 2.0).

In 2012, he had a scientific internship at the Munich Institute of East European Law (Germany), in 2013 at the Polytechnic University of Valencia (Spain). From June 9 to June 26, 2014 on the basis of Nazarbayev University and Lee Kuan Yew School of Public Policy (Singapore) he took advanced training courses for leaders of higher education of the Republic of Kazakhstan. In March 2019, he was educated on the course “Management of Higher Education” at the Al-Farabi Kazakh National University (Almaty).

Since 2012, a member of the Republican Educational and Methodological Council on the basis of the Kazakh State Women’s Pedagogical University, a member of the Education Council of the EurAsEC Integration Committee (Minsk), from 2012 to 2016 was a member of the Political Council of the Kostanay regional branch of the party “Nur Otan”, and since November 2018. a member of the Political Council of the party “Nur Otan”” in East Kazakhstan region, a member of the Public Council on combating corruption under the party “Nur Otan” in East Kazakhstan region, since February 2018 he is the Chairman of the Expert Council “Rukhani zhangiru” in East Kazakhstan region, since December 2019 he is the Chairman of the Commission of Party Control “Nur Otan” in East Kazakhstan region. He was included in the top 3 leaders of East Kazakhstan region according to the results of voting of the party “Nur Otan” in “PRIMARIES-2020”

In May 2017, he became the owner of the grant of the Foundation of the First President of the Republic of Kazakhstan – Leader of the Nation on the scientific topic: “The role of the First President of the Republic of Kazakhstan N.A. Nazarbayev in the formation of a common information space in the Republic of Kazakhstan”. In April 2019, he was elected as Academician of the Academy of Pedagogical Sciences of Kazakhstan, and in May 2019 Corresponding Member of the National Academy of Sciences of the Higher School of Kazakhstan. In September 2020 he was elected as Vice President of the Association of Asian Universities, which includes: Armenia, Kazakhstan, China, Kyrgyzstan, Mongolia, Russia, Tajikistan, Thailand, Malaysia, Afghanistan, Uzbekistan.  He is a member of the Boards of Trustees of Nazarbayev Intellectual School and KSU «Oralkhan Bokey Lyceum № 44» of the Akimat Ust-Kamenogorsk.

During his career he was awarded the following governmental and departmental awards: in 2014 he was awarded the badge “Honorary Worker of Education of the Republic of Kazakhstan”, in the same year he became the owner of the title “The best teacher of the university-2014”, in 2015.gratitude of the President of the Republic of Kazakhstan, in 2017 he was awarded with the badge “Y.Altynsarin” and anniversary medal “75 years of Kostanay State Pedagogical Institute”, and in 2009 and 2014 he became the owner of anniversary badges “75 years of Al-Farabi KazNU ” and “80 years of Al-Farabi KazNU “.

In May 2020 he was awarded the anniversary medal “75 Years of Victory in the Great Patriotic War 1941-1945”. In August 2020 he was awarded the anniversary medal «Қазақстан Конституциясына 25 жыл», in October 2020 he was awarded the breastplate “SHYGUS QAZAQSTAN KASIPODAQTARYNA-100 JYL”
