The forum was organized within the framework of the Government Program of the Republic of Kazakhstan aimed at increasing the income of the population until 2029. The main purpose of the event is to improve the system of training specialists in demand in the labor market, as well as to determine the real needs of the East Kazakhstan region in personnel ensuring its socio-economic development. The initiators of the event were the National Center for the Development of Higher Education, Sarsen Amanzholov East Kazakhstan University and the Akimat of the East Kazakhstan region.

At the opening ceremony, honored guests noted the strategic importance of the foresight sessions for the development of the region. The Minister of Science and Higher Education of the Republic of Kazakhstan, Sayasat Nurbek, who joined the event via Zoom, emphasized that today’s foresight sessions are part of systematic work on the development of the country’s human potential. He reported that the project has already been successfully completed in five regions of Kazakhstan, started in six more, and by the end of the year a map of regional development and an “Atlas of New Professions” will be created. According to the Minister, this will make it possible to clearly define the directions of socio-economic and educational development.

The Deputy Akim of the East Kazakhstan region, Yerbol Nurgaliev, noted that the development of human potential is a key factor in the economic growth of the region. The Rector of the University, Professor Mukhtar Tolegen, stressed that the forum strengthens the connection between education and production and opens the way to the identification of new professions and competencies. The Head of the project “Mamandygym – Bolashagym”, Olzhas Sakenov, also shared his opinion on the importance of this initiative.

The main task of the foresight sessions is to forecast the future labor market, analyze development trends in the priority sectors of the region, and develop recommendations for updating the educational programs of universities and colleges. The work of the sessions is conducted in five main areas: education, agriculture, metallurgy, energy and tourism. Participants are divided into groups where they develop scenarios for the development of each industry, identify new professions and necessary competencies.

The foresight sessions consist of several stages: during the introductory panel, participants are presented with the project’s goals and an overview of industry trends; during group work, forecasts and ideas are developed; a map of future professions is created, which identifies new professions and skills in demand in the region; and during the final panel, expert recommendations and analytical conclusions are discussed.

The expected results include a map of future professions by industry, a list of new competencies, a map of intersectoral trends and an expert analytical report. This initiative will become an important step in the formation of an advanced system for training personnel for the East Kazakhstan region. The results of the foresight sessions will help direct regional educational policy toward meeting the real needs of the labor market.

At the end of the event, participants were awarded certificates.
