INTERNSHIP IN GERMANY UNDER THE BOLASHAK PROGRAM AND RESEARCH ON THE GERMAN MODEL OF HUMAN CAPITAL MANAGEMENT
As part of the state program “Bolashak,” in 2025, Yerzhan Domalatov, a youngscientist and senior lecturer in the Department of Economics, Management, and Finance at Sarsen Amanzholov East Kazakhstan University, is completing a research internship atHumboldt University of Berlin (Germany).
The main topic of the internship is “Government Regulation and Public-Private Partnerships as Drivers of Sustainable Economic Growth and Green Technology Development.” Meanwhile, Yerzhan Domalatov, as a member of the research team forthe project “Human Capital Management: Improving the Quality of Workforce in theContext of the Developing Digital Economy” (IRN AP23490443), is analyzingGermany’s successful experience in labor market and human capital development.
During his internship, the researcher is studying the phenomenon of the “Germaneconomic miracle” – a unique model of sustainable labor market development that hasdemonstrated stability and high socioeconomic indicators for over two decades. Particular attention is paid to effective human capital management mechanisms, including:
– the active role of the state in supporting employment and professional retraining;
– the strong position of the manufacturing sector and the dual education system, which integrates theory and practice;
– low levels of industrial conflict and high levels of trust between employers andtrade unions;
– significant investments in social security and professional development ofemployees.
One of the areas of research was a visit to the village of Feldheim – the first andcurrently only self-sufficient energy settlement in Germany. Feldheim’s renewable energypolicy has had a comprehensive impact on human capital development and the region’ssocioeconomic dynamics. The transition to energy independence has created new jobs indigital monitoring, energy grid management, and infrastructure maintenance, improvingthe quality and skills of the workforce.
The implementation of Smart Grid technologies, IoT control, and data analytics hasnecessitated the training of a new generation of specialists with engineering, technical, and IT competencies. Sustainable development and reduced utility costs have improvedthe demographic situation, making Feldheim attractive to young families andentrepreneurs. The energy model has fostered the development of a community with highsocial inclusion, where residents actively participate in resource management, developingskills in collaboration, environmental thinking, and digital literacy.
The program also includes visits to German industrial giants BMW and Siemens toexplore the role of private sector in improving the quality of human capital and its impacton sustainable economic growth and the development of green technologies. Based onthe internship’s results, it is planned to prepare analytical proposals for adapting elementsof the German model to Kazakhstan’s national conditions, taking into account thespecifics of economic digitalization and labor market modernization.
Yerzhan Domalatov’s research internship is part of the practical implementation ofIRN project AP23490443, aimed at developing scientifically based approaches toimproving the quality of labor resources and managing human capital in the digital age. The results of the international research will be used in the preparation of methodologicalrecommendations for government agencies and educational institutions, as well as inscientific publications devoted to the transformation of labor relations in the digitaleconomy.
The stay in Germany will contribute to strengthening academic ties and expandingKazakhstan’s international cooperation in the areas of research on public-privatepartnerships, human capital, the labor market, and sustainable economic growth.
