INTERNATIONAL COLLABORATION OF SCIENTISTS WITHIN THE FRAMEWORK OF A HUMAN CAPITAL MANAGEMENT PROJECT

In 2025, within the framework of the research project IRN AP23490443 “Human Capital Management and Improvement of Labor Resources Quality in the Context of Digital Economy Development,” active research continues, aimed at developing models and tools to enhance employment efficiency and human potential development in Kazakhstan.

The project is being implemented by a team of scientists from leading universities of the country – Sarsen Amanzholov East Kazakhstan University, L.N. Gumilyov Eurasian National University, M. Kozybayev North Kazakhstan University, and I. Zhansugurov Zhetysu University. It unites representatives of different regions and academic schools, forming an interuniversity research platform focused on finding practical solutions for the digital economy.

One of the key directions of the project is international scientific cooperation, within which partnership has been established with Doctor of Economics, Professor Igor Nikolaevich Dubina (Altai State University, Russia) – a recognized expert in the field of innovation economics and human capital management.

The joint research of scientists focuses on studying the evolution of employment forms in the digital economy, analyzing labor market adaptation mechanisms to technological changes, and developing recommendations to improve the quality of Kazakhstan’s human resources. The result of this international collaboration is the publication of a scientific article in a high-ranking Q1 journal – Journal of Innovation and Entrepreneurship (Springer Nature, CiteScore 89th percentile) titled “The Evolution of Freelance as a New Innovation Business Mode in the Modern Economy (a Literature Review)” https://doi.org/10.1186/s13731-025-00596-4

The authors of the publication are I. Dubina, Zh. Rakhmetulina, D. Baitenizov, and doctoral students of the educational program 8D04101 “Economics” Assel Suleimenova and Asem Bukhateva, representing the young generation of Kazakhstani researchers.

The project IRN AP23490443 demonstrates an example of effective integration of science, education, and international cooperation, forming a foundation for the sustainable development of human capital in Kazakhstan. The obtained results contribute to strengthening the academic reputation of domestic universities and make a significant contribution to the implementation of the state strategy of digitalization and modernization of the national economy.
