200 DOCTORS FOR THE EAST: SCIENTIFIC DEVELOPMENT SINCE 2018

The rector of Sarsen Amanzholov East Kazakhstan University, Mukhtar Tolegen, during a reporting meeting summarizing his activities for 2025, shared the university’s achievements in education, science, and innovation. In particular, it was highlighted that since 2018, the university has awarded 200 doctoral degrees — an important indicator of the institution’s scientific potential.

Since 2018, the university has paid special attention to the training of scientific personnel, including the development of doctoral programs. During this period, about 200 individuals received doctoral degrees, demonstrating the growth of scientific potential not only in the East Kazakhstan region but also across the country. It is emphasized that each doctoral dissertation is distinguished by scientific novelty and practical significance, fully aligning with the university’s strategy of integrating science and industry.

In his report, Rector Mukhtar Tolegen paid special attention to the university’s scientific achievements. It was noted that the university’s scientific budget for 2023–2025 reached 4.6 billion tenge, increasing 3.5 times. High results were also demonstrated in the awarding of PhD degrees and the conferral of associate professor titles. The awarding of 200 doctoral degrees serves as clear evidence of the effectiveness of the university’s scientific policy.

Moreover, the university’s scientific development is not limited solely to dissertation defenses. The institution actively implements projects on the commercialization of scientific developments, the formation of an innovation and technology ecosystem, and conducts courses on artificial intelligence within the AI-Sana program. These initiatives contribute to the practical application of scientific research and strengthen the connection between science and the real sector of the economy.

Thus, each researcher who receives a doctoral degree makes a tangible contribution to the innovative and technological development of the university, the region, and the country as a whole.
