AN ARTICLE BY THE UNIVERSITY RECTOR HAS BEEN PUBLISHED IN THE NATIONAL NEWSPAPER “AIQYN”
An article by the rector of Sarsen Amanzholov East Kazakhstan University, Mukhtar Tolegen, titled “The Constitution – the Strong Foundation of a Just Society,” has been published in the national socio-political newspaper “Aiqyn.”
The article provides a detailed analysis of the historical significance of the renewed Constitution for the country’s development. The author notes that this stage in the history of independent Kazakhstan is particularly responsible and decisive. He considers the specification of the concept of “Just Kazakhstan” and the systematic consolidation of the principles of “Law and Order” at the level of the Basic Law as an important step toward strengthening the rule of law.
The rector emphasizes that the Constitution serves as the foundation for the legal, political, and social development of the state. In his opinion, the Constitution not only defines the balance between the branches of power but also clarifies the mutual responsibility of the state and its citizens. In addition, the Constitution is viewed as a strategic document that determines social values and the direction of the country’s further development.
The article also highlights the open and inclusive nature of the work of the Constitutional Commission. It notes that the consideration of thousands of proposals submitted by citizens and experts demonstrates that the reforms are based not on a formal approach but on a genuine public demand.
Special attention is given to new provisions aimed at protecting citizens’ rights. The clarification of the presumption of innocence, the prohibition of being prosecuted twice for the same offense, and the provision stating that a person is not obliged to prove their innocence are characterized as key features of a rule-of-law state. In addition, it is emphasized that the norms guaranteeing the inviolability of human dignity and the complete prohibition of torture and violence reflect the humanistic nature of the Constitution.
In conclusion, Mukhtar Tolegen notes that the proposed constitutional changes represent a long-term strategic step aimed at maintaining stability, building a just society, and strengthening the rule of law. The author expresses confidence that the renewed Basic Law will become a reliable foundation for the democratic development of Kazakhstan.
