“THE CONSTITUTION — A STRONG FOUNDATION OF A JUST SOCIETY”: AN ARTICLE BY THE RECTOR OF AMANZHOLOV UNIVERSITY HAS BEEN PUBLISHED IN THE NEWSPAPER “EGEMEN QAZAQSTAN”
In the national socio-political newspaper “Egemen Kazakhstan,” an article by Mukhtar Tolegen, rector of Sarsen Amanzholov East Kazakhstan University, titled “The Constitution – the Strong Foundation of a Just Society,” has been published.
The author emphasizes that the Constitution is the principal document defining the legal, political, and social foundations of the state’s development.
The article notes that the Basic Law, by forming the core of the country’s entire legal system, ensures a balance between the branches of government and clarifies the mutual responsibility of the state and citizens. It is particularly stressed that the Constitution is not merely a collection of laws but a strategic document that defines societal values and sets the directions for the country’s future development.
The rector points out that, as a lawyer and head of a higher education institution, he cannot remain indifferent to initiatives aimed at improving the Basic Law. He writes that he carefully studied the discussions and proposals presented during the work of the Constitutional Commission and emphasizes the open and inclusive nature of this process. Over six months, around two thousand proposals were submitted by citizens and experts, demonstrating the high level of civic responsibility in society.
The article states that a significant portion of the proposals was taken into account, and the text of the Basic Law was substantially updated, confirming that the reforms are based not on a formal approach but on genuine public demand. The renewed Constitution is regarded as one of the most important stages in the history of independent Kazakhstan. It is noted that the detailed content of the “Just Kazakhstan” concept at the level of the Basic Law and the systematic consolidation of the principles of “Law and Order” aim to create a fair model of state governance.
Special attention is given to strengthening provisions related to the protection of citizens’ rights and freedoms. The clarification of the presumption of innocence, the prohibition of being prosecuted twice for the same offense, and the establishment of the principle that a person is not obliged to prove their innocence are seen as key indicators of a rule-of-law state. It is emphasized that these changes will contribute to greater fairness and transparency in the work of law enforcement agencies.
In conclusion, confidence is expressed that the renewed Basic Law will serve as a long-term strategic guide aimed at maintaining stability, building a just society, and strengthening the rule of law. According to the rector, the updated Basic Law will be a historic document that considers the interests of not only the present day but also future generations, and it will serve as a confident step for Kazakhstan on the path of democratic development.
