LAW AND ORDER: A ROUND TABLE AT AMANZHOLOV UNIVERSITY DEDICATED TO THE INDEPENDENCE DAY OF THE REPUBLIC OF KAZAKHSTAN

At Sarsen Amanzholov East Kazakhstan University, a round table was held on the topic “The rule of law and an active citizen: the role of citizens, the Constitutional Court and law enforcement agencies of the Republic of Kazakhstan in strengthening the ideology of ‘law and order’,” timed to coincide with the Independence Day of the Republic of Kazakhstan.

The event was aimed at discussing the practice of constitutional justice, its role in building a state governed by the rule of law, and enhancing legal culture in society.

Participants of the round table included a judge of the Constitutional Court of the Republic of Kazakhstan, Doctor of Law, Professor Yerkyn Ongarbayev; Professor of the Department of Constitutional Law at L. N. Gumilyov Eurasian National University, Doctor of Law Yermek Abdrasulov; heads of law enforcement agencies of East Kazakhstan Region; representatives of local civil society; legal scholars; master’s students; and undergraduate students.

The welcoming address was delivered by Arman Zhunusov, Head of the Department of Economic Investigations for East Kazakhstan Region, who emphasized the importance of strengthening legal culture as a foundation for the sustainable development of the state.

During the plenary session, Judge of the Constitutional Court of the Republic of Kazakhstan Yerkyn Ongarbayev highlighted the special role of the Constitution in the life of the state and society. According to him, the norms of the Basic Law form the basis for shaping civic identity among young people, respect for the law, and responsibility toward the state.

It should be noted that Amanzholov University has established productive cooperation with the Constitutional Court. In particular, a memorandum of understanding has been signed between the Office of the Constitutional Court and Sarsen Amanzholov East Kazakhstan University, opening new opportunities for scientific and educational collaboration.

A landmark moment of the event was the conferral of the title of Honorary Professor of Sarsen Amanzholov East Kazakhstan University on Yerkyn Ongarbayev. The decision was announced by the Chair of the Board – Rector of the University, Mukhtar Tolegen. Yerkyn Ongarbayev has worked for many years at leading universities of the country, trained a whole generation of young legal scholars, and is the author of more than two hundred academic publications.

The Rector wished the newly appointed Honorary Professor good health, professional success in fulfilling his important public mission, and further academic achievements.

In addition, within the framework of the event, the Rector of Sarsen Amanzholov East Kazakhstan University, Mukhtar Tolegen, was awarded the medal of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, “30 Years of the Constitution of the Republic of Kazakhstan,” in recognition of his significant contribution to the development of higher education and the strengthening of legal culture in the country.

Today, Sarsen Amanzholov East Kazakhstan University remains one of the leading centers of scientific and educational development in the region, actively expanding cooperation with state institutions and promoting the values of a rule-of-law state among young people.
