LEGAL CHALLENGES OF ARTIFICIAL INTELLIGENCE DISCUSSED AT AMANZHOLOV UNIVERSITY
At Sarsen Amanzholov East Kazakhstan University, within the activities of the Department of Law of the Higher School of Economics and Law, a scientific and practical seminar was held dedicated to the legal aspects of artificial intelligence development and the modern challenges associated with its implementation. The event was organized by Lecturer A. A. Kalenova.
The seminar brought together students from various educational programs, including “History,” “History and Social Studies,” “Foreign Language,” “Economics,” and “Law.” Participants demonstrated a strong interest in the topic and actively engaged in discussions on pressing issues related to the development of artificial intelligence technologies.
During the seminar, key aspects of international AI regulation were examined, including existing declarations and recommendations of international organizations. Special attention was paid to analyzing approaches to the legal regulation of artificial intelligence in different countries such as China, the United States, the European Union, Canada, and Singapore.
A separate block of discussion focused on the legislation of the Republic of Kazakhstan. Participants thoroughly analyzed the provisions of the “On Artificial Intelligence” law and identified possible legal risks associated with its practical implementation.
The discussion also addressed important issues such as liability for decisions made by algorithms, potential threats to human rights, and the need to develop effective legal regulatory mechanisms. Various viewpoints were expressed—from proposals for a complete ban on AI use in certain sensitive areas to approaches favoring soft regulation with minimal state intervention.
Based on the seminar results, participants formulated a number of proposals and recommendations aimed at improving the legal framework in the field of artificial intelligence, as well as advancing scientific research in this area.
The organizers expressed gratitude to all participants for their active involvement, meaningful discussion, and productive exchange of views, emphasizing the importance of such events for developing legal culture and training future professionals.
