EAST KAZAKHSTAN UNIVERSITY HOSTED THE FORUM “MEMLEKETTIK QYZMET: OPPORTUNITIES. PRIORITIES”

Wide application of innovative HR-tools, introduction of horizontal career development, improvement of social guarantees for civil servants — all this was discussed by graduate students of S. Amanzholov East Kazakhstan University at the forum “Memlekettik Qyzmet: Mumkindikteri men Bolashagy”. Yerzhan Aikymbekov, head of the Department of the Agency of the RK Agency for Public Service in East Kazakhstan region, explained and answered all their questions about public service.

According to him, today in local executive bodies of the region there are 236 vacancies. New recently created districts and rural areas are especially in need of personnel. Great news for students is that the legislation has been amended to allow graduates who graduated from universities with a state grant and good performance to hold positions in rayons and rural areas without competition. Thus, 420 university graduates have already been employed without competition across the country.

— Graduates who graduated with a GPA of 3.33 and who studied on the grant, have an advantage — during the year they can enter the civil service without competition and without testing at the district, city and village level for an executive position, — emphasized the head of the Department of the Agency of the Republic of Kazakhstan for Civil Service in the East Kazakhstan region Yerzhan Aikymbekov.

The forum was held in a friendly atmosphere. Graduating students were interested in the pros and cons of working in the civil service, salary and secrets of fast career growth. The keynote speaker dwelt on the advantages of working in rural areas, where the state provides benefits for housing loans, lifting capital and salary increases based on years of service.

In addition, within the forum was held a discussion panel “Public service in modern society: challenges, opportunities and the future” and a panel session “The image of an honest citizen and modern youth”, the speaker of which was a senior lecturer of public administration under the President of the Republic of Kazakhstan Gulfiya Berekpolova.

— In January we will start a large training with graduate students in the school of young civil servant. And today I talked about the effectiveness of an employee in public service and the importance of developing qualification abilities and professional skills. I noticed interest and eagerness in the eyes of the students. The training format was an ideal choice for today’s event,” Gulfiya Berekpolova shared.

Also within the framework of the forum, a job fair was organized for graduates, where representatives of the IOI provided information about vacant positions in the offices and departments of the civil service.

— Today 60-70% of civil service employees are graduates of our university. I believe that this is a necessary and important event both for state bodies and for our students. They received relevant and useful information for future employment and internship not only in the city, but also in remote areas, — shared the head of the Career Center “Professional Upgrading” East Kazakhstan University Zhannel Bolatova.
