ISSUES OF THE NEW CONSTITUTION AND THE DEVELOPMENT OF A RULE-OF-LAW STATE DISCUSSED AT AMANZHOLOV UNIVERSITY.

Sarsen Amanzholov East Kazakhstan University hosted the scientific and practical conference “The New Constitution of Kazakhstan: Institutional Changes and the Development of a Rule-of-Law State.”

The large-scale event brought together representatives of the judiciary, law enforcement agencies, members of Parliament, scholars, civil society representatives, and young people. The conference served as an important platform not only for discussing legal reforms but also for explaining the practical role of the Constitution in the life of society.

Special attention was given to issues concerning youth. Nurymbet Saktaganov emphasized that the Constitution must work effectively for every citizen. According to him, the younger generation should view the Basic Law not as a formal document but as a real mechanism for protecting their rights and expanding their opportunities.

During the conference, Bakyt Nurmukhanov, Deputy Chairman of the Constitutional Court of Kazakhstan, delivered a presentation highlighting practical examples of protecting citizens’ constitutional rights. As an example, he referred to a case involving a woman who had previously lived in the Ulan District of East Kazakhstan Region and later obtained citizenship of another country. Her pension-related issue was successfully resolved in accordance with the law.

According to the speaker, such cases demonstrate the effectiveness of the judicial system and constitutional oversight institutions, while strengthening public trust in the principles of justice and the rule of law.

The conference was also attended by Unzila Shapak, Member of the Mazhilis of the Parliament and Doctor of Law; Almas Kukanov, Executive Director of the Institute of Parliamentarism under the Ministry of Justice; as well as representatives of the judicial and law enforcement systems of the region.

Participants discussed issues related to the development of constitutional oversight, strengthening guarantees of human rights, improving public administration, and enhancing the role of legal institutions.

The significance of the political reforms initiated by President Kassym-Jomart Tokayev, based on the principles of openness, justice, and the rule of law, was also highlighted during the discussions.

As part of the conference, the winners of the online student competition “The New Constitution of a Just Kazakhstan” were awarded.

It is worth noting that Sarsen Amanzholov East Kazakhstan University will continue its efforts to improve legal literacy, promote civic engagement among young people, and advance constitutional values in the future.
