The dissertation council
Dissertation councils are collegial bodies that defend doctoral students’ dissertations and petition the Committee for Control in the Sphere of Education and Science of the Ministry of Science and Higher Education to award the academic degree of Doctor of Philosophy ( PhD ) or doctor in the field.
Dissertation councils are created for 3 (three) calendar years if there is a state educational order at the university in the relevant specialties (areas of training) for doctoral studies.
The dissertation council includes at least 6 (six) people with an academic degree (candidate of sciences, doctor of sciences, doctor of philosophy ( PhD ), doctor in the field) or an academic degree of doctor of philosophy ( PhD ), doctor in the field or a doctor of philosophy degree ( PhD ), doctors in the field, of which at least half of the members of the dissertation council are representatives of other universities, scientific and (or) other organizations.
As part of dissertation councils at universities with a special status, one of the council members is a foreign scientist (with the exception of universities). Requirements for publications by members of the dissertation council are established independently by the university with a special status.
In universities with a special status, dissertation councils are created independently. Information on the creation of a dissertation council is posted on the university’s Internet resource within 5 (five) working days from the date of issuance of the rector’s order.
The participation of members of the dissertation council in the meeting to defend the dissertation on-line in the form of a video conference is also taken into account (no more than 1/3 of the composition of the dissertation council).
Doctoral students who defended their dissertations in dissertation councils at organizations of higher and (or) postgraduate education of the Republic of Kazakhstan that have a special status, Doctor of Philosophy ( PhD ) degrees, doctors in the field are awarded by universities that have a special status.
