THE NEW CONSTITUTION: A SOLID FOUNDATION FOR A STATE OF LAW AND AN INTELLECTUAL NATION

Today marks a historic day in the socio-political life of our country. The new Constitution of the Republic of Kazakhstan, endorsed by citizens in the nationwide referendum on March 15, has officially entered into legal force.

This is not merely an update of the fundamental law; it is an important milestone marking Kazakhstan’s transition to a new stage of development. The new Constitution sets the long-term vector for the state’s evolution, laying a solid groundwork for building a just society, strengthening the rule of law, and enhancing the responsibility of every citizen.

Today, global experience convincingly demonstrates that the primary capital of successful nations is not natural resources, but educated people, strong science, and innovation. That is why enshrining the development of science, education, technological modernization, and human capital as priorities in the new Constitution is a strategic decision dictated by the demands of the era.

Head of State Kassym-Jomart Tokayev has defined the principle of “Law and Order” as the cornerstone of state policy at this new stage of national development. This concept extends far beyond simple compliance with legislation. It encompasses justice, responsibility, transparency, a high civic culture, and mutual trust within society.

Where the rule of law prevails, sustainable development is ensured. Where justice triumphs, citizens’ trust in the state is reinforced. This trust, in turn, fosters favorable conditions for the dynamic growth of science, education, entrepreneurship, and innovation.

Higher education institutions play a pivotal role in implementing these principles.

A modern university must not limit itself solely to training graduates and awarding degrees. Our core mission is to cultivate professionally competent, critically thinking, and patriotic citizens who respect the law and understand their responsibility to society.

Therefore, respect for the Constitution is demonstrated not merely by knowing its provisions, but by upholding the law in daily life, engaging in honest labor, pursuing lifelong learning, continuously enhancing professional skills, and maintaining a responsible attitude toward the country’s future.

The new Constitution is a strategic compass defining the future of Kazakhstan. Its effectiveness hinges on the civic engagement of every individual, the performance of state institutions, and the advancement of education and science.
